Well to tell you the truth I'm not sure about my answer because I'm don't like to waste my time researching about pactio card but... Who told you that Al have only one card? He could have make pactio with many people and each time the card have the same ability. As the matter of fact he has a lot of pactio cards (chap 163) but i'm not sure if each card have a different power or the same (I doubt that each card have a different ability cause it will be too powerful you just have to make pactio and you will have a lot of different artifacts). Well, He has only one card that's able to work right? All his other cards are all useless because the Magister Magi died or because the contract was canceled right? IDK...

Well according to my analysis :p He took out the dead cards and the card of Nagi to prove what he said. But that doesn't necessarily mean that he doesn't have more "alive" cards. There are still Rakan and Eishun.

(This doesn't mean exactly that for Colonel to give the message if he is dead,
but if nagi is unable to, give the message)

I think because Albirio disappeared when this happened, he wasn't able to see any evidence of pactio magic from the start. Plus he's an idiot so....

if one reads the last chapter in negima (ch356) then they will know that nagi is still alive, he was only trapped by the codemaker or somthing.
